Each entry in this section represents a clearly defined, completed development event
and is assigned a corresponding FM-DEV development archive number.
Possible announcement types include:
- Changes in development stage status
- Milestone or phase completion summaries
- Adjustments to development policy, scope, or documentation structure
This section answers the question:
“What notable development events have occurred at specific points in the past?”

It presents directional judgments rather than finalized outcomes.
